Foreigners

In connection with the incoming appeals on the medical examination of foreign citizens in order to obtain a medical report on the presence (of absence) of infectious diseases that are dangerous to others and which are grounds for refusing to issue or cancelling:

  • a temporary residence permit for foreign citizens and stateless persons;
  • a residence permit;
  • a patent;
  • a work permit in the Russian Federation

It is not required to pass a medical examination for working on the territory of the Russian Federation to the following categories of foreign citizens:

  • Foreign citizens - highly qualified specialists (Article 13.2 of the Federal Law dated 25.07.2002 No. 115-FZ);
  • Foreign citizens working in the Russian Federation in branches, representative offices and subsidiaries of foreign commercial organizations registered in the member states of the World Trade Organization (Article 115.5 of the Federal Law dated 25.07.2002 No. 115-FZ);
  • Foreign citizens working for residents of the free port of Vladivostok (Article 13.5 of the Federal Law dated 25.07.2002 No. 115-FZ).

For foreign citizens who arrived in the Russian Federation in order not requiring a visa to obtain a patent for the right to temporary employment in the Russian Federation, medical examination is performed by Moscow Scientific and Practical Center of Dermatovenereology and Cosmetology (in accordance with the Resolution of the Government of Moscow dated December 15, 2015 No. 868-PP and clause 2 of Appendix 2 to Order No. 384n of the Ministry of Health of the Russian Federation dated June 29, 2015) located in Moscow, Voronovsky town, Varshavskoye Highway, 64th kilometer, 1 building 47 (in the territory of the Multifunctional Migration center).

For foreign citizens who arrived in the Russian Federation from countries requiring a visa to obtain a work permit in the Russian Federation, a medical examination is performed in any medical organization or other organization providing primary health care, regardless of its organizational and legal form in the presence of a license for providing necessary medical services , in accordance with clause 2 of the Appendix 2 to Order No. 384n of the Ministry of Health of the Russian Federation dated June 29, 2015, "On approving the list of infectious diseases posing danger to others, and are grounds for refusing to issue or cancelling a permit for temporary residence of foreign citizens and stateless persons or residence permits, or a patent, or a work permit in the Russian Federation, as well as the procedure for confirming their presence or absence, as well as the form of a medical report on the presence (of absence) of these diseases. "

For foreign citizens who arrived in the Russian Federation for obtaining a temporary residence permit or residence permit in the Russian Federation, a medical examination is performed in any medical organization or other organization providing primary health care, regardless of its organizational and legal form in the presence of a license for providing necessary medical services (in accordance with clause 2 of Appendix 2 to Order No. 384n of the Ministry of Health of the Russian Federation dated June 29, 2015).

For foreign citizens studying on-campus in the Russian Federation in a professional educational organization or educational organization of higher education in a basic vocational education program with state accreditation a medical examination is performed in any medical organization or other organization providing primary health care, regardless of its organizational and legal form in the presence of a license for providing necessary medical services (in accordance with clause 2 of Appendix 2 to Order No. 384n of the Ministry of Health of the Russian Federation dated June 29, 2015).

How to get medical insurance certificate

For working foreign citizens, for whom employers pay premiums to Moscow compulsory health insurance as part of a single social tax, CHI certificates are obtained at workplace.

Compulsory medical insurance for foreign workers is provided under a compulsory medical insurance contract between employer, an insurance company operating in the CHI system of Moscow and the Moscow City CHI Fund.

The validity period of the CHI certificates is limited to the term of work or other contractual relations, as well as the duration of the compulsory health insurance contract concluded by the employer for his employees.

According to the order of the Ministry of Health of the Russian Federation No. 1342n dated 21.12.2012 "On the approval of the procedure for the selection by a citizen of a medical organization (except for cases of emergency medical assistance) outside the subject of the Russian Federation where the citizen lives, when providing medical assistance under state guarantee program of free medical care" to receive medical assistance outside the territory of the subject of the Russian Federation in which the citizen lives, citizen or his representative applies to the chosen medical organization with a written application.

For information on how to get a contract of compulsory medical insurance, you can apply to the accounting and control office - a branch of the Moscow City CHI Fund in the administrative district of Moscow, where the company is registered as a payer of insurance premiums for CHI, or directly to one of the health insurance companies operating in the CHI system of Moscow.

According to regulation of CHI system of Moscow, non-working foreign citizens who have a residence permit in Moscow and, accordingly, an entry of residence in the passport, are entitled to receive the CHI certificate.

In order to obtain the CHI certificate, we recommend that you contact one of the health insurance companies operating in the CHI system. CHI certificates can be received in outpatient clinics (polyclinics) and offices of insurance companies (headquarters).

Medical care delivery

Foreign citizens who are insured under CHI in Moscow have the right to receive medical assistance by presenting CHI certificate or health insurance card. Planned inpatient care for foreign citizens insured by the CHI is provided be referral from the outpatient clinic (polyclinic).

Routine outpatient medical care to foreign citizens, stateless persons seeking asylum in the territory of Moscow is provided at the place of actual residence if they have a refugee certificate.

The certificate is issued by the United Nations Office of the High Commissioner for Refugees (hereinafter UNHCR), located at: ul. Seleznevskaya, 11a (1) (phone +7 (495) 284-32-20), the Moscow City Administration, as well as through referral by the UNHCR, the Main Department of Internal Affairs, immigration service or charitable organizations.

Medical care for citizens of the Republic of Belarus

Medical care is provided to citizens of the Republic of Belarus in the state and municipal healthcare institutions of the Russian Federation according to the Agreement of the Government of the Republic of Belarus and the Government of the Russian Federation dated 24.12. 2006 "On the procedure for providing medical care to citizens of the Russian Federation in healthcare institutions of the Republic of Belarus and citizens of the Republic of Belarus in healthcare institutions Russian Federation"(hereinafter - the Agreement).

In accordance with Article 7 of the Agreement, citizens of the Republic of Belarus have the right to receive medical assistance in state and municipal healthcare institutions of the Russian Federation at the expense of:

- Compulsory health insurance according to the legislation of the Russian Federation;

- Federal budget funds of the Russian Federation, budgets of constituent entities of the Russian Federation, budgets of municipal entities of the Russian Federation in the cases provided for in Articles 3 to 6 of this Agreement;

- Personal funds of citizens and other sources not prohibited by the legislation of the Russian Federation.

In accordance with Article 10 of the Federal Law dated 29.11.2010 No. 326-FZ "On Compulsory Health Insurance in the Russian Federation", foreign citizens permanently or temporarily residing in the Russian Federation (having a residence permit or temporary residence permit) are considered insured.

Citizens of the Republic of Belarus, who have the honorary title of Hero of the Soviet Union and the holder of the Order of Glory of three degrees, receive medical care in state and municipal healthcare institutions of the Russian Federation on an equal basis with citizens of the Russian Federation.

Citizens of the Republic of Belarus temporarily staying and temporarily residing in the Russian Federation have equal rights with citizens of the Russian Federation to receive emergency medical care and medical assistance if they develop diseases that are dangerous to others during their stay in the Russian Federation.

Also, in accordance with Article 6 of the Agreement, citizens of the Republic of Belarus temporarily staying and temporarily residing in the Russian Federation and working in institutions (companies) of the Russian Federation under employment contracts have equal rights with citizens of the Russian Federation working in these institutions (companies) in receiving medical care in state and municipal healthcare institutions of the Russian Federation.

At the same time, according to the Information letter No. 17-1 / 10 / 2-1621 of the Ministry of Health of the Russian Federation dated April 22, 2015, "Procedure for providing medical care to citizens of the Republic of Belarus in state and municipal healthcare institutions of the Russian Federation", Article 6 of the Agreement is realized according to the Regulation on the Order of providing medical care to citizens of the Republic of Belarus in healthcare institutions of the Russian Federation and to citizens of the Russian Federation in healthcare institutions of the Republic of Belarus, approved by the Executive Committee of the Community of Russia and Belarus on December 18, 1996. According to the mentioned Regulation (clause 3.5), the citizens of the Republic of Belarus working under an employment agreement (labor contract) in institutions, enterprises, organizations of the temporary residence state are provided with the planned medical care at the expense of the employer's funds in the manner and under the conditions stipulated by the contract, in accordance with the voluntary medical insurance contracts or the guarantee obligations of the employer to pay the actual cost of provided medical services.

To other categories of citizens of the Republic of Belarus, medical care in the territory of the Russian Federation is provided in accordance with the Rules for providing medical care to foreign nationals in the territory of the Russian Federation approved by the Decree of the Government of the Russian Federation No. 186 dated March 6, 2013.

Emergency medical services for sudden acute illnesses, conditions, exacerbation of chronic diseases that pose a threat to the patient's life are provided free of charge to foreign citizens by medical institutions.
